Harbour Green is one of three sites identified by the Vancouver Board of Parks and Recreation for development as restaurant facilities located on parkland. The scope of the project was to secure City approvals to facilitate the solicitation of development and operations proposals for the site that must achieve LEED Gold certification.

The buildable area is defined by the seawall promenade to the west and north, the Grand Stair of Harbour Green Park to the southwest, a City-owned parkade to the south and a service road to the northeast.

The 560 square metre project incorporates a casual bistro at the seawall level and a formal restaurant at the upper level. The roof terrace features a glazed canopy for seasonal outdoor use.
